If the on/off switch and speed setting (On/Off switch and speed setting) of your SKIL 2395 AC is stuck and won't move, here are the steps to unstick it:

Unsticking the switch

Completely turn off the device and disconnect the 18V battery for your safety.
Clean the area around the switch with a dry cloth. Dust, wood or metal debris may block the mechanism.
Apply a light lubricant (like WD-40) around the switch without flooding the device. Let it sit for a few minutes.
Gently operate the switch back and forth without forcing it. Repeat this several times to gradually unstick it.
Let it dry before reinstalling the battery and restarting the device.

If the switch remains stuck after these attempts, it indicates an internal defect in the mechanism. According to the manual, “Never operate with defective switches” - do not operate the device with a defective switch. Contact SKIL customer service for a replacement switch block.
